after the eighth badge. Emerald carries both the Hoenn origin run and the Generation 3
ribbons, so catching it there means one specimen serves both projects: it fills the
dex's Salamence row as well as carrying ribbons.
The Bagon and Shelgon rows still need their own, since a living dex holds every stage
at once.
XD does offer a Shadow Salamence, from Cipher Admin Eldes at level 50, which would
have earned the National Ribbon. The dex row was judged worth more.
It evolves at exactly level 50, which is also the ceiling above which the Winning
Ribbon is lost forever. Evolve, take the Level 50 tower, and only then climb.
